Then We Must

 



FEDERAL HIGHWAY BILL

Whereas, the U.S. Congress is beginning to resemble a broken record with its approach to reauthorizing federal highway legislation;

Whereas, the reauthorization expired September 30, 2003 and last week, the Congress extended the authority to fund the program (for the eighth time) until July 19, 2005;

Whereas, the negotiators have achieved many significant improvements in current law in the area of environmental streamlining;

Whereas, we applaud the strenuous efforts of the Texas Majority leader Tom DeLay, a conferee, to bolster the rate of return to Texas and other donor states, to the highest achievable level;

Whereas, we understand the Administration's veto threat over the Senate's higher number ($295 billion vs. the House $284
billion) and believe that a compromise is preferable to an attempted veto override;

Therefore, be it resolved, that the 73rd Annual Meeting of the Texas Good Roads/Transportation Association in Austin, Texas on Thursday, July 7, 2005 hereby adopt this resolution and forward copies to the relevant parties, including members of the Texas Congressional delegation.
