TEXAS EMISSION REDUCTION PLAN

Whereas, the 78th Legislature has enacted and Governor Perry has signed into law, House Bill 1365, which funds the Texas Emission Reduction Plan (TERP); i.e., the Texas Clean Air Act;

Whereas, authored by Representative Dennis Bonnen of Angleton and guided through the Senate by Chris Harris of Arlington, this legislation was necessary to prevent an interruption of federal highway funding to sizable areas of our state;

Whereas, the highway construction industry will pay more for its equipment to help fund the TERP;

Whereas, this bill will raise $150 million per year, to aid the state’s effort to meet federal clean air standards over the next four years;

Whereas, a portion of the TERP funding based on an increase of $20 in vehicle title fees in 41 affected counties, will go to the Texas Mobility Fund after September 1, 2008;

Whereas, legislators Bonnen and Harris and the leadership are to be commended for enacting this vitally needed statute;

Therefore, be it resolved, that the 71st Annual Meeting of the Texas Good Roads/Transportation Association in Austin, Texas on Tuesday, July 1, 2003 hereby adopt this resolution and forward copies to the relevant parties.
